Earlier this year, Republicans in the North Carolina Senate proposed legislation that would withhold money from cities that chose to ignore state and federal immigration laws. City councils like Winston-Salem have considered becoming “Welcoming Cities” as a way to get around being labeled as illegal sanctuary cities.
