Voters Favor Tax Cap — Feb. 2017 Poll

The February 2017 Civitas Poll found that 68 percent of North Carolina voters polled support an amendment to the state constitution that would lower the current 10% personal income tax rate cap to 5.5%.
The full text of the question is below.
The current North Carolina Personal Income Tax rate is 5.49% but the North Carolina Constitution allows it to go up to 10%. With that in mind, would you support or oppose a constitutional amendment to lower the current cap of 10% to 5.5%?
