More than once outgoing UNC President Erskine Bowles has suggested revising the UNC enrollment funding formula. Now a report from the Program Evaluation Division of the General Assembly recommends tying the formula to campus retention or graduation measures – a more than sensible idea. The report also found that while the formula paid out $386 million in funding from 2003-04 to 2007-08, it was not possible to gauge the accuracy of enrollment projections since most campus level projections are not standardized and funds generated by the formula can’t be tracked.
