Reps. Rayne Brown (R-Davidson) and George Cleveland (R-Onslow) are primary sponsors of HB 35, which should receive serious consideration by NC lawmakers.
Essentially, the bill would eliminate the statutory authority granting state legislators the power to issue debt without voter approval – specifically in the form of Certificates of Participation (COPs).
Simply put, taxpayers should have a vote over issues of new state debt. After all, it is taxpayers who will be forced to pay back that debt.
