Republicans complained Governor Bev Perdue did not have the legal authority to borrow money from the Employment Security Commission funds to pay tax refunds. They were afraid if she went ahead there would be a legal challenge and block all tax refunds for a while. So they wanted to give her another source for those funds and decided to override the veto on SB13. Democratic Senator Dan Clodfelter called it a disconnect and had nothing to do with the use of ESC funds. Republican Senate President Pro Tem Phil Berger said it had everything to do with the unemployment money and would give the Governor an alternative to still pay the tax refunds. The override passed 31-19 and the bill was sent to the House.
Meanwhile, the Governor’s administration is preparing to send out $170 million in tax refunds this week.
House is now trying to override veto on HB2 which would opt out of insurance mandate in Obamacare.
