The Balanced Budget Act of 2011 (S13), filed last night, would give the governor power to take “all action necessary to reduce General Fund expenditures for the remainder of fiscal year 2010-2011.” Under the bill, the governor’s goal will be to reduce the current year budget by $400 million. Sen. Phil Berger will likely discuss the Senate bill at his 9:30am press conference this morning. According to Sen. Berger, the bill will likely be heard in committee this week and on the Senate floor as early as Thursday.

When the cuts start, top level management needs to be the first cut. There are too many top level managers, even in the education system. Cut the top level and cut the most money.

I agree. Everytime they want to cut spending they always say teachers, firefighters and law enforcement. Those positions are necessary. Not the top management that draw large salaries.
