North Carolina’s Voter Photo ID legislation will be a phase in style bill and not completely effective until 2016. Soft launches in 2014 election.
The bill will be filed today (April 4, 2013)
Government issued ID’s with either an issue or expiration date will be accepted
Will accept out-of-state drivers licenses!
Extensive outreach program
ID’s can be expired (within a time period)
Special provisions include:
Voter’s over 70 – expired ID ok – no time limit
People that meet a federal definition of a person with a disability won’t be required to provide an ID
Included in the bill will be provisions to make the absentee process more secure – this will take effect “immediately”
