Democratic Representatives Larry Womble and Earline Parmon introduced HB70 to set up a fund in the State Treasurer’s office to compensate people who were sterilized in the state’s eugenics program. The program ran from 1929 to 1974 and the bill sponsors say thousands were sterilized. The bill would appropriate over $18 million to the State Treasurer’s office. The money would be used to give those who qualify for the compensation $20,000 each. The Department of Health and Human Services would also receive $165,000 to run the compensation program.
