The State Board of Elections (SBOE) has announced a series of public comment hearings concerning proposed rules on the new photo identification requirements for in-person voting. Starting in 2016, photo ID will be required when voting in-person.

It’s been three years since the North Carolina General Assembly passed the Voter Information Verification Act (VIVA) which included a requirement for voters to provide photo identification for in-person voting starting in 2016.
According to the SBOE memo:
Session Law 2013-381 mandates that the State Board of Elections administer photo ID requirements in a manner that confirms a voter’s identity as accurately as possible without restriction, and construes all evidence in the light most favorable to the voter. See S.L. 2013-381 pmbl., § 2.2. Consistent with that goal, agency staff worked collaboratively and reviewed rules and elections procedures from other states that have implemented photo ID requirements.
