According to WRAL-TV Judge Manning has ruled and “The judge says lawmakers cannot limit the number of at-risk four-year-olds participating in the program that was known for years as More At Four.
Does that mean that “More At Four” was not in compliance prior to this year because with a limited budget, as all budgets are supposed to be, there is always a limit as to how many can participate. And since the program has limits on class size and teacher/student ratio’s, those also limit participation. I never heard Judge Manning complaining about this before.
If I was the legislative leadership I would invite Judge Manning to specify how much he would cut from another program or what taxes he would raise to spend on his pretty ruling. And that is about all the time I would spend on his ruling!
Also, going forward can we outlaw any more government programs with cute titles like More at Four, Learn and Earn, you get the idea.
