About 90 minutes after the Senate voted 31-11 to override Perdue’s veto of Senate Bill 416, the House followed suit with a 72-48 vote. The measure now becomes law. The legislation restricts some of the measures implemented by the Racial Justice Act that allows death row inmates to appeal their sentence by using statewide statisitics in an attempt to show racial bias in sentencing or jury selection.
The Racial Justice Act will now not let statistics be the only avenue to prove racial bias. RJA now severely restricts the use of statistics to only the county or judicial district where the crime occurred, instead of the entire state or region.
Statistically Speaking, Bev Perdue’s vetoes are not worth anything.
