Republicans on the House Education Committee defeated several Democratic-sponsored amendments to a new Proposed Committee Substitute (PCS) to SB – 8, a bill to expand the number of charters and changes how new charter schools are governed. The bill now moves on to the House Finance Committee.
The new PCS approved by the committee contains a number of provisions designed to not only address concerns of the opposition but to also win sufficient votes to override a veto by Governor Perdue
Major changes in the PCS include: lowering percentage of members necessary to override Commission decisions from three-quarters of members to two-thirds; increasing the membership of the Public Charter School Commission from eleven to thirteen (The change gives the Governor two additional appointments); and raising the current enrollment growth cap from 10 to 20 percent and making all questions concerning high growth subject to the approval of the Commission.
