In response to Francis De Luca’s call for an investigation into the “source of funds used by the North Carolina Democratic Party (NCDP) to arrange a reported financial settlement in connection with an alleged case of sexual harassment at the NCDP”, a deputy director from the State Board of Elections (SBOE) emailed him a letter from the NC Democratic Party’s (NCDP) lawyer. (see letter below)
You will remember that the Daily Caller was first to report that “a former NCDP staffer was sexually harassed by a party official, made a financial settlement with the party and signed a non-disclosure agreement to keep the incident quiet.”
Since this story broke we have discovered that the party official was Jay Parmley , Executive Director and the employee was a young man named Adriadn Ortega. We have also learned that Parmley’s former girlfriend believes that he infected her with HIV. Parmley resigned on April 15,2012 and NCDP Chairman, David Parker, has promised to resign.
This is how Deputy Director Johnnie McLean responded to Francis De Luca’s request for an investigation addressed to Gary Bartlett, Director SBOE.

In a follow-up email to McLean, De Luca suggests that Mr. Wallace’s “letter adds additional questions without the full accounting I asked for in my April 19, 2012 letter, I will be awaiting an official response from the NCSBE as to my original request for an investigation and accounting.”
De Luca’s email questions the transfer of funds to the NCDP Legal Fund, suggesting that it appears as a “blatant and possibly illegal action to evade and avoid full reporting and disclosure in accordance with NC statutes and rules.”
